Changing key settings
To use the right Alt key as the Korean/English toggle, you need to change the key settings.
Changing Alt_R to Hangul
Open the /usr/share/X11/xkb/symbols/altwin file and change alt_R to Hangul.

You can now toggle between Korean and English with the right Alt key.
