$ sudo add-apt-repository ppa:atareao/telegram
$ sudo apt-get update
$ sudo apt-get install telegram
Ubuntu: Telegram WebApps (Via PPA)
There is a PPA that can be used to work on Telegram and is based on the Webogram:
$ sudo add-apt-repository ppa:costales/unity-webapps-telegram
$ sudo apt-get update
$ sudo apt-get install unity-webapps-telegram

Troubleshooting
Allow snap "telegram-desktop" to change "default-url-scheme-handler" subproperty "tonsite" to "telegram-desktop_telegram-desktop.desktop"
snap displayed the following dialog:
Allow settings change?
Allow snap "telegram-desktop" to change "default-url-scheme-handler" subproperty "tonsite" to "telegram-desktop_telegram-desktop.desktop" ?
This dialog will close automatically after 5 minutes of inactivity.
