A requirement, in the field of system development, is a condition or capability needed to carry out a task. When developing and operating a system, the client systematically organizes the conditions and capabilities needed to carry out a specific task, assigns requirement numbers to them, and writes a request for proposal; the bidder then writes a proposal in accordance with those requirements.

Functional vs non-functional requirements
- Functional Requirements
- Defined by the output the system produces for a specific input given to the system.
- Non-Functional Requirements
- Requirements concerning conditions on software functions (system properties) and constraints
