If an internal company tool just shows a 404/503 error, people think "huh, something's wrong, oh well, I'll try again later", but if it shows a cat/dog image, they tend to ask the tech team "what's with the cat?".. The point is that animal images are perfect for getting people to pay attention when something goes wrong
Similarly, Amazon is famous for showing dogs instead of errors
